Water Service Charges

MONTHLY BILLING - Utility Bills are mailed out the end of each month.

On November 7, 2023 the Village of DeForest Village Board approved Resolution 2023-081, a resolution adopting revised user rates for the DeForest Sewer Utility.  The rate changes take effect on January 1, 2024 and will impact the January 2024 billing. 2024 Billing Changes.

Below are definitions to charges you may see on your utility bill.

Water Usage Charge
Water meters are read monthly.  Customers are charged for all gallons used which is calculated by taking the current reading minus the previous reading.  This charge is intended to cover pumping, treating and transmission of water. 

Public Fire Protection Charge Based on Meter Size

The DeForest Water Utilities infrastructure was designed in part to provide fire protection to the residents and businesses of the Village of DeForest.  The infrastructure (wells, water towers, pumps, hydrants and mains) was designed to be of sufficient capacity to provide the pressure and volume required to adequately suppress a fire.  This capacity is in excess of what is needed to adequately provide a water supply to water utility customers for purposes other than fire protection.  The cost of the "excess capacity," as described above, is being recovered through a public fire protection charge on each quarterly utility bill.  These funds do not go to the Fire Department. 

Private Fire Protection Charge
This service consists of permanent or continuous unmetered connections to the main for the purpose of supplying water to private fire protection systems such as automatic sprinkler systems, standpipes, and private hydrants.  The service shall also include reasonable quantities of water used for testing check valves and other backflow prevention devices.  

Sewer Usage Charge
For all water used you are charged a sewer usage charge.  This charge is intended to cover costs of the Village sewer collection system.

Sewer Monthly Service Charge
For each meter installed on a property, the owner is charged a monthly set fee based on the meter size.  This charge is intended to cover fixed costs of the utility including meters, maintenance and billing.

Storm Water Utility Charge
A storm water utility charges all developed properties in the Village a utility fee for the management of storm water based on the amount of storm water runoff their property generates.  The more impervious surfaces (rooftops, driveways, patio, parking lots) on a property, the higher the fee.  Fees are based upon an Equivalent Runoff Unit (ERA) and based on 2900 square feet of impervious surface.

Watershed Charge
The Yahara River and Token Creek, along with their associated environmental corridors, are invaluable and irreplaceable resources and their protection and preservation are vital to the long-term interests of the Village.  The Village Board adopted a policy that will help ensure that the Watersheds are protected and preserved.  Since September 7, 2010, a watershed charge has been added to the utility bill for all new built homes / business in the Village of DeForest.  5% of the storm water fee is being set aside to help manage the two watersheds. 

Reconnect Charge
If your service was disconnected you will be charged to reconnect.  The reconnect charge during normal business hours is $30.00, after normal business hours is $40.00.

Non-Sufficient Funds Charge
A charge of $25.00 will be applied to the customer's account when a check rendered for utility service is returned for non-sufficient funds (NSF).

Penalty Charges (Water, Sewer, and Storm Water Utility)
Utility bills are due within 20 days of issuance.  Failure to pay your utility bill within 20 days will result in a Past Due billing notice, which will include a one-time 3% late payment charge to any unpaid balance for the current billing period.

Disconnect Notice
If you fail to pay your past due bill, you'll receive a disconnect notice, which allows you 10 days to pay your outstanding balance.  If you fail to pay your outstanding balance, or do not sign a deferred payment agreement, your service will be disconnected.  To setup a deferred payment agreement you must contact our office at 608.846.6751 prior to disconnection.
